a Memorial from Mr Charles C. Malsch of the Surveyor General's department, complaining of the position allotted to him in Mr. Brown's scheme for the re-organization of the Department transmitted in my despatch of 9th ultimo, 2094.
I also enclose copy of a letter addressed to the Surveyor General by Mr. Malsch on the same subject.

I referred Mr. Malsch's Memorial to the Surveyor General for any observations he might desire to make, and I transmit copy of a memorandum dated the 9th May received from Mr Brown, in reply.
